If you're having problems with their multifactor really the only option is authenticating from a browser already logged in or using the backup codes you should have been prompted to print out. You might have the option of using a preregistered email address if there is one. It sounds like you went through all of the recovery options. Unfortunately they have no support except for a useless forum with plenty of users with the same issue.
I did recover a Gmail account back in 2018. I assume the process should be similar to what it was back then. You do have to follow the steps given and most important you have to be patient.
About nine years ago, a family member installed a game on one of my computers. Let me just say they are no longer with us. In 2018 I wanted to play the game but didn't know the game password. The recovery was with their Gmail account. Unfortunately, I didn't know their password.

Unfortunately, I didn't get anywhere because the recovery was their phone which I didn't have access to. I then contacted Google and explained the situation. They asked me a serious of questions. I was asked when the account was created. I didn't know but guessed when that might be. In the end I was successful and recovered the Gmail account. I then set the recovery email as my Gmail account. Then I was able to reset the password for the game.
